On behalf of the Montgomery County Department of Economic Development, SPG estimated the demand for incubator space in the county based on the pace of technology business formation and expansion. The report, which managed to capture the attention of editorial staffs at the Washington Post and Montgomery Gazette, enjoyed national significance since Montgomery County is second only to Silicon Valley in terms of its concentration of IT employment and anchors one of the largest clusters of biotech firms in the world.

The report concluded that numerous factors continue to undercut Montgomery County’s technology expansion potential, including a shortage of wet lab space and other facilities required for research and development, the lack of available financing for early-stage companies, and the lack of preparation for business among would-be entrepreneurs emerging from the National Institutes of Health, Food and Drug Administration, and other centers of institutional research and innovation. Incubators help address each of these factors to varying degrees.
