An African-American Renaissance

On behalf of the Annie E. Casey Foundation, SPG quantified the economic, fiscal, social and governmental impacts associated with more rapid formation of middle class African-American households in Baltimore City. The formation of such households could take place either through the in-migration of such households to the City, or through increased incomes among those who currently do not enjoy middle class earning power.

Our research determined that such a renaissance would be utterly transformative, allowing government to invest more in education and less in public safety, driving up housing values, increasing tax base and generating more spending power, jobs and business sales. We hope to conduct future research that will focus upon the policies and initiatives most effective in helping to accelerate the pace of middle class household formation among African-Americans.
